Early Life and Education
Cesar Horacio Duarte Jaquez was born on April 14, 1963, in Parral, Chihuahua, Mexico. He was the son of Crescenciano Duarte and Blandina Jáquez. Growing up in a middle-class family, Duarte was instilled with values of hard work and dedication from a young age. He completed his primary and secondary education in his hometown before pursuing a degree in law at the Autonomous University of Chihuahua.
Political Career
After completing his education, Duarte entered the world of politics. He joined the Institutional Revolutionary Party (PRI) and quickly rose through the ranks due to his charisma and leadership qualities. In 2004, he was elected as a federal deputy representing Chihuahua in the Chamber of Deputies.
